Policy Revision - Safety Policy C-AD46

 

Proposed Motion

That Council approve revised Safety Policy C-AD46 as presented.

Administration Recommendation

Administration supports the approval of the Policy to align policy and Occupational Health & Safety regulations.

 

Purpose

This policy is being presented to Council to ensure that the policy supports and is in line with other health and safety regulations.

 

Summary

Administration has reviewed Safety Policy C-AD46 and has identified changes required to the policy.  The changes will ensure that the policy meets the requirements under the OHS Legislation and assist Parkland County in meeting the audit requirements of the Alberta Municipal Health and Safety Association (AMSHA) Certificate of Recognition (COR).

 

Attached is the revised Safety Policy C-AD46 as well as a version which tracks the changes being made to the policy.  The following is a summary of the changes contained within the various sections of the policy

 

                     1. References:

                     No longer have personal protective equipment procedures - amalgamated into PPE program.

                     Serious incident follow up is now a directive not a procedure, not correlated to this document.

 

                     2. Purpose:

                     Reducing jargon and moving away from term of "employee" to "worker" to be consistent with Alberta Occupational Health Safety (OHS) terminology.

 

                     3. Policy Statement:

                     Replaced "workplace" to "worksite" to be consistent with Alberta OHS terminology.

                     Replaced word "applicable" to "relevant" to be consistent with new OHS Certificate of Recognition audit tool terminology.

 

                     4. Definitions:

                     Added definition of "worksite" - taken straight from Alberta OHS legislation.

 

                     5. Scope:

                     Clarification of who this policy applies to:

                     Councillors to members of Council

                     Changed word from "employee" to "workers" and

                     Added "suppliers" to line up with Alberta OHS legislation and Parkland County health and safety contractor management  program

 

                     6. Responsibilities:

                     Changed wording from "program" to "management system" - to encompass all the different programs within the system.

                     Added "suppliers" to line up with Alberta OHS legislation and Parkland County health and safety contractor management  program

 

                     7. standards

                     Added the word "current" to align with Alberta Certificate of Recognition audit tool requirements

                     Council no longer has to sign the policy annually, unless there is s change in Mayor or CAO.  When there is a change in the Mayor or the CAO, the policy will have to be presented to Council for approval and signatures.
