Bylaw 2019-15 Proposed Amendments to Municipal Development Plan Bylaw 2017-14

 

Proposed Motions

1. That Bylaw 2019-15 receive first reading.

2. That a public hearing be scheduled on October 22, 2019 at 10:00 a.m. to hear public comment on Bylaw 2019-15.

Administration supports the motions as presented.

 

Purpose

Administration is proposing minor text amendments to Municipal Development Plan (MDP) Bylaw 2017-14 to support a mix of land uses in the County's residential areas and to allow for potential recreational and tourist type developments to be developed in Country Residential and Lakefront Residential areas.

Summary

Policies in MDP Bylaw 2017-14 do not currently support a mix of complementary land uses in the County's designated residential areas. Currently, "mixed land uses" are only supported in the the Rural Agriculture Area (MDP Policy 4.1.3), Hamlets (MDP Policy 6.06) and Prime Recreation Areas (MDP Policy 8.1.10). Proposed amendments to MDP Section 7 - Rural Communities & Housing are intended to rectify this discrepancy.

MDP Bylaw 2017-14 also currently supports recreational and tourist type development in the Rural Agriculture Area and Prime Recreation and Tourism areas only. Proposed amendments to MDP Section 8 - Recreation & Tourism Development, proposes to allow for the consideration of these developments to be located in Country Residential and Lakefront Residential areas.  Attachment 3 outlines the text amendments in red font that are proposed.

 

Administration has undertaken research to inform the proposed amendments. Research findings are outlined in Attachment 5. Further amendments to MDP Bylaw 2017-14 may be considered at a future date and are also identified in Attachment 5.

Proposed MDP amendments support the development of "rural complete communities" in Parkland County and expands the potential for community and local and regional economic development opportunities for residents.

Edmonton Metropolitan Region Board Referral

Proposed amendments to MDP Bylaw 2017-14 do not require referral to the Edmonton Metropolitan Region Board.

Proposed amendments to MDP Bylaw 2017-14 align to Strategic Plan Pillar # 1 - Complete Communities.

 

Parkland County Land Use Bylaw 2017-18
Administration does not contemplate any amendments to Land Use Bylaw 2017-18

 

A public open house was held at County Centre on Wednesday, August 28, 2019 to fulfill engagement requirements identified in County Policy C-AD51 Public Engagement. Open house findings will be presented in a "What We Heard" report at the time of second and third reading of Bylaw 2019-15.
