Purpose
To seek Council’s approval to release $120,000 from Deferred Revenue - Operating Government Grants, funded by the 911 grant.
Summary
To continue advancing the project toward compliance and completion, additional project management capacity is required. This includes coordinating vendors, overseeing system configuration and testing, stakeholder engagement, and ensuring alignment with the Alberta 911 Standards.
The requested $120,000 will be used to fund this ongoing project management work through to the go-live date. This expenditure qualifies under the terms of the 911 grant, as it directly supports activities required for provincial compliance. The funds are currently held in deferred revenue, specifically set aside from the NG911 grant. No new funding is being requested; this is a request to access funds already allocated to the project.
Historical Information:
The NG911 (Next Generation 911) Phase 2 project is a mandated upgrade to emergency services infrastructure, aimed at achieving full compliance with the 911 Alberta Standards. The project is being funded in part by a provincial 911 grant, which has been received and placed into deferred revenue for future use to obtain compliance. As per the grant agreement, these funds are restricted and may only be used for activities and expenditures directly related to achieving NG911 compliance.
As the project has progressed, the complexity of implementing the new Computer-Aided Dispatch (CAD) system has exceeded initial estimates. In particular, the technical integration and coordination with multiple vendors and stakeholders has required an extension to the original timeline. The CAD system is now projected to go live in April 2026.
