Administration Recommendation

Administration supports Bylaw 2025-09, a bylaw for regulating the residential solid waste collection services provided by Parkland County.

 

Purpose

The purpose of this bylaw is to consolidate the curbside collection of solid waste including garbage, recycling and organics in the hamlets of Entwistle and Wabamun and the Big Lake residential area so that the County is the sole provider of solid waste collection services to ensure consistent and competitive rates for residents.

 

Summary

Starting April 1st, 2025, the Big Lake area residents will receive new solid waste services, including weekly garbage collection and bi-weekly blue bag collection. To ensure that only the County can provide these services, a new bylaw is required. Integrity Waste Solutions has been awarded the contract to provide these services, and residents will be billed monthly for these services on their utility accounts.

Currently, rural residents in the County take their waste and recyclables to the rural waste transfer stations or recycling depots. In the Hamlet of Entwistle, residents receive weekly curbside waste collection, a service inherited by the County when the Village of Entwistle was dissolved into the County on December 31, 2000. In the Hamlet of Wabamun, residents receive weekly curbside waste pick up, bi-weekly blue bag recycling pick up, and weekly organics collection. These services were inherited by the County after the Village of Wabamun dissolved into the County to become a hamlet on January 1, 2021. In the Big Lake residential area, many residents have contracted private haulers directly for waste and recycling collection services.

The County’s goal in the provision of waste and recycling collection services in the Big Lake Area is to provide a more competitive and consistent service level. These services will be charged to residents on their existing water and sewer utility bill or a new utility bill if there are no connected water or sewer services. Fees and Charges are outlined in the current Fees and Charges Bylaw, which will be updated to include the Big Lake residential area.

The only existing solid waste bylaw the County has is Bylaw 2009-19, inherited through the dissolution of the Village of Wabamun. This bylaw will be repealed with the approval of the proposed new bylaw 2025-09. One overall County bylaw to cover solid waste management services provided is recommended to help consistently administer these services.
