Administration supports the proposed motion and forsees this Transportation Capital Financial Plan as vital to establishing capital costs that will be part of the off-site levy model.
 
Purpose
 
To establish the costs of the future capital expenditures in relations to our roadway network upgrade and provide the tools required to develop benefiting areas with the intent to capture the off-site levies needed to perform theses upgrades.
 
By requesting AECOM to conduct such work it will allow substantial cost savings considering that they are currently finalizing the Transportation Master Plan and have gained a great knowledge of the existing and future roadway network.  
 
Summary
 
During the 2011 budget, Council approved the use of AMIP funding to conduct a Transportation Master Plan.  This Plan, which is near completion, is the framework that responds to the County's transportation needs by anticipating, describing and planning for the future.  This is the plan that will help identify future improvements to the infrastructure based on the needs with a focus on efficient and smooth traffic movement.  The County also needs that foresight to ensure the protection of right-of-way that may be required for future upgrades.  The TMP considers current and direct future policies; and, will provide guidance for funding projects and programs that work towards an integrated transportation network for the creation of a healthy, barrier free, age-friendly infrastructure.
 
The Transportation Capital Financial Plan will focus on all county roads that connect to existing and future residential and commercial/industrial areas.  This Transportation Capital Financial Plan will be the model used every year to establish the offsite levy contribution for each developer benefiting from the future capital upgrades.
 
Furthermore, the Municipal Government Act requires that off-site levy rates be updated regularly.  With this in mind, the Transportation Capital Financial Plan will be completed in such a manner that Parkland County administration will be able to update the cost estimates annually based on local construction bid price fluctuations.  This will insure that costs are current and appropriate adjusted.
