Administration has participated in the development and review of the West Inter Lake District (WILD) Regional Water Services Commission System Business and supports the proposed motions.
 
 
Purpose
The purpose of this submission is to have Parkland County provide acceptance and approval of the Business Plan prepared by the West Inter Lake District (WILD) Regional Water Services Commission and to obtain specific approval of the proposed water rates and financial debit as proposed within the Business Plan.
 
Summary
The West Inter Lake District (WILD) Regional Water Services Commission has prepared their Business Plan and is now requesting that member municipalities review and approve the plan in order to formally commence the financial arrangements.
 
The Business Plan provides detailed information on the scope of project, system descriptions, governance and management, project capital costs and funding, system operation as well as operating costs and revenues. The Commission has asked Council to approve the Business Plan as a whole as well as direct approval for the proposed water rates and financial debt.
 
The financial information can be found under Section 4, Project Capital Costs and Funding with particular attention drawn to subsection 4.2.5 Debenture and Table 4.3 WILD Regional Water System Debenture Borrowing Details and 4.4 - WILD Regional Water System Debt Limit Extension. The water rates can be found under Section 6, Operating Costs and Revenue with particular attention drawn to subsection 6.3 Rates and Charges and Table 6.3 WILD Regional Water System Rate Calculation for Water Services 2013 - 2017.
