Administration Recommendation

Administration supports that Bylaw 2023-16 receive first reading and that a public hearing be scheduled.

 

Purpose

To update Parkland County's Parks Bylaw 44-2002.

 

Summary

Administration has been working on the revision and drafting of new bylaws as part of the Major bylaw review project. The Parks Bylaw was identified as one of the bylaws requiring updating. The use of Parks, Trails and Boat Launches in Parkland County has changed significantly since the original bylaw was created.  Additionally, the creation of the proposed new Unauthorized Use of County Lands Bylaw, requires us to remove all sections in the original bylaw referring to County land use outside of a Park.

 

The updating of the bylaw was based on addressing the issues we currently see in the Parks, through feedback from users and staff, as well as on best practices determined through a municipal scan. The initial draft was taken to public consultation, many conversation where had with residents about the bylaw however we received very few concerns around the changes, instead heard validation to the changes being implemented. Internal and external feedback were incorporated into the final draft that was submitted for a legal review.

October 10, 2023 - Bylaw 2023-16 received first reading.

October 10, 2023 - A public hearing was scheduled to be held on October 24, 2023 at 10:30 a.m. at Parkland County Centre, Council Chambers to hear public comment on Bylaw 2023-16.
