Title

Extension of Municipal Land Management Assistant Temporary Position

Proposed Motion

That Council approve up to $25,000 to extend the Municipal Land Management Assistant position until December 31, 2022 to be funded through the County Facilities Restricted Surplus.

Body

Administration Recommendation

Administration supports the proposed motion, as presented.

Purpose

Municipal Land Management is requesting funds from the County Facilities Restricted Surplus for a six month extension to the temporary Municipal Land Management Assistant position.

Summary

Parkland County established the Municipal Land Management function in January 2020 to enhance management of the County's nearly 2,000 titled properties. Municipal Land Management is responsible for the management of all County titled land interests as well as providing surface land expertise to internal stakeholders, residents, and industry professionals. Municipal Land Management also oversees the County surplus land inventory, land sales, County held crown dispositions, and the remediation and sale of tax forfeiture properties.

In July of 2021, a part-time temporary Municipal Land Management Assistant position was added to provide clerical and project assistance and act as the first point of contact for the team. This was extended to a full-time temporary position for the period of January 1, 2022 to June 30, 2022. The addition of this resource has enabled the Municipal Land Specialist to reallocate time to more strategic and revenue-generating endeavors, such as the creation of  policy, process efficiencies, and the sale of surplus non-designated County land.

To support continued advancement of these key activities, Administration is requesting that Council approve funding to extend the full time temporary Assistant position until December 31, 2022. This timing aligns with the organizational review that will take place in the summer and fall of 2022 and which will inform next steps for this function.
