Title
City of Spruce Grove - 2013 Capital Cost Share Request for additional funding
Proposed Motion(s)
That Council approve funding in the amount of $9,132 from Recreation Facilities Restricted Surplus to cover cost overruns associated with the City of Spruce Grove Agrena Lighting Replacement project.
Body
Administration Recommendation(s)
Administration supports the motion as presented.
Purpose
Parkland County approved capital cost sharing on the lighting replacement occurring at the Spruce Grove Agrena.  This project has been completed and costs have come in higher than initially anticipated.  Spruce Grove, under our Cost Share Agreement, is seeking additional funding support for the overrun.
Summary
In November 2011 Parkland County Council approved capital cost sharing on three projects proposed by the City of Spruce Grove to occur at the Agrena in 2012.  The projects included a flooder room retrofit, ice plant software upgrades and lighting replacement.  The flooder room retrofit and ice plant software upgrades were completed last year and capital cost share has been paid.  The replacement of lighting at the Agrena was the third project originally approved.  Initial cost was $30,000 of which Parkland County already approved $7,200 (24%)  towards the capital cost share.  This project was the last to be completed and it has come in over budget for a total cost of $68,050.  The rationale for the cost overrun is that the initial costing did not include installation.  The cost share amount of the overruns is another $9,132, based on Parkland County's usage rate of 24% at the facility.  Total Parkland County cost share on this project is now $16,332.
