Administration Recommendation
The Off-Site Levy Administrative Committee supports the Annual Report and updated Off-Site Levy Projects & Estimated Costs and Off-Site Levy Rate Changes effective June 24, 2025, as presented.
Purpose
Off-Site Levy Bylaw 2015-07 was enacted on April 28, 2015. The provisions of the Bylaw require that updated Schedules "C" through "G" be approved by Council resolution on an annual basis.
Summary
At the May 27, 2025 Council Meeting, administration requested that the annual off-site levy report and updated bylaw schedules be tabled to the June 24, 2025 Council Meeting to allow the Off-Site Levy Committee additional time to engage with stakeholders and review updates to the off-site levy model.
The Annual Report summarizes the off-site levy rates updated for the 2024 construction season, and subsequent bylaw schedule amendments to reflect the change in rates due to the current market conditions. Additionally, the required growth projects have been updated to provide essential services for development and growth with their respective area allocations for each of the infrastructure categories (water, sanitary, storm and transportation). Additional information has been provided in the attached Administrative Report and Annual Report.
Schedules “C”, “D”, “E”, “F” and “G” are to be approved by Council resolution on an annual basis pursuant to Section 11(6) of Off-Site Levy Bylaw 2015-07.
Strategic Plan/Policy/Legal/Staff Implications
The Off-Site Levy Program aligns with the Parkland County Strategic Plan 2022-2025 and supports the pillars of Complete Communities, Strategic Economic Diversification and Responsible Leadership.
Financial Impact:
The financial implications to Parkland County within the Off-Site Levy Bylaw update are complex and included in the Annual Report. Parkland County will collect off-site levies from developers as a condition of subdivision or development within the benefiting areas to ensure these funds are transferred to the front-end contributors that are constructing or upgrading off-site infrastructure, including the County. The collection of off-site levies is in accordance with Council Policy C-PD05.
Stakeholder Engagement
Administration referred the draft Annual Report and proposed updated Bylaw schedules (including 2025 Rates) to the development industry, including developers, consultants and major landowners, in March/April 2025. Recipients were invited to provide written comments and concerns, and invited to meet with the County. The extension to approve the 2025 off-site levy rates was requested to accommodate additional stakeholder engagement and review of the off-site levy rates.
