Proposed Motion
That Council approve $575,000 for the Osprey Water Line Replacement project, with $543,950 of Canada Coal Transition Initiative - Infrastructure Fund (CCTI-IF) and $31,050 of Long-Term Sustainability Restricted Surplus, to be transferred as part of the reallocation from the Wabamun Water Feature Project and to the Wabamun Wastewater Systems Project.

Purpose
Additional funding is required to complete the replacement of the waterlines in the Osprey subdivision area of Wabamun in 2025.

Summary
The water lines in the Osprey subdivision located in the Hamlet of Wabamun do not hold pressure meaning they have leaks and therefore cannot be operated. This is a challenge that Parkland County has been working to resolve since the dissolution of the Village.
Engineering Services retained a contractor to perform pressure testing and to try to identify the location of the leaks. Through this investigation it has been determined full replacement of the water line is the most cost-effective way to bring the water lines into service. The estimate to replace the water lines is $575,000.
There are available funds in the Canada Coal Transition Initiative - Infrastructure Fund (CCTI-IF) - Wabamun Water Feature Grant Funding that can be allocated towards the Osprey 52 and 52A Avenue Water Line Replacement. The grant agreement requires these funds be expended before March 31, 2026. Engineering Services has confirmed a contractor can complete the water line replacement in 2025.
