Dedication and Use of Municipal Reserve, Environmental Reserve, and Environmental Reserve Easement Policy C-PD15

 

Proposed Motion

That the revised Dedication and Use of Municipal Reserve, Environmental Reserve, and Environment Reserve Easement Policy C-PD15 be approved as presented.

 

Body

Purpose

Dedication and Use of Municipal Reserve, Environmental Reserve and Environmental Reserve Easement Policy C-PD15 (formerly Dedication of Municipal Reserve Policy C-PD15) will provide direction to applicants subdividing land in Parkland County, and outlines the requirements for dedication of Municipal Reserve (MR), Environmental Reserve (ER), or Environmental Reserve Easement (ERE).

 

Summary

Administration presented the Draft Policy C-PD15 - Dedication and Use of MR, ER and ERE, and an example of the Riparian Matrix Setback Model (RSMM) to the Committee of the Whole on September 15, 2015 for discussion. Revisions to the draft Policy were made by Administration based on discussion at the Committee of the Whole at the September 15, 2015 meeting.

 

Administration subsequently presented Draft Policy C-PD15 and the Riparian Setback Matrix Model example to the Environmental Advisory Committee for review and discussion on October 20, 2015. Environmental Advisory Committee members provided several comments to Administration that were incorporated into the revised Proposed Policy C-PD15 (See attached).  Comments provided by Environmental Advisory Committee members, as well as Administration's response to these comments are attached for Council's consideration.

 

Strategic Plan/Policy/Legal/Staff Implications

This policy is supported by the 2014 Environmental Conservation Master Plan, Section 6 - Environmental Management, and Section 7 - Municipal Reserve, of the Municipal Development Plan Bylaw 37-2007. The draft policy is in consistent with the Municipal Government Act, Part 17, Sections 661 through to 676(1).
