Title

9:30 a.m. - Public Hearing - Bylaw 2024-16 Restricted Use of Fertilizers by Waterbodies

Proposed Motion

That Bylaw 2024-16 receive second reading.

Body

Administration Recommendation

Administration recommends that Bylaw 2024-16 be defeated. The primary concern from Administration is the ability to enforce this Bylaw.

Purpose

To establish a Bylaw restricting the use of fertilizers near Parkland County waterbodies.

Summary

The need for this Bylaw was previously identified by the Council appointed Lake Wabamun Adhoc Committee and was supported by Council.

The purpose of the Bylaw is to protect the health of our waterbodies by restricting the use of fertilizers.  Use of fertilizers results in the increased growth of aquatic plants/vegetation at faster rates which can deplete the waterbody of oxygen resulting in algae blooms, dead zones and fish kills.

This Bylaw will restrict the use of fertilizers in any subdivision next to a waterbody in Parkland County.

First Reading was received June 11, 2024 and Engagement has subsequently occurred.

Public comment via Public Hearing along with Engagement comments to be received by Council in consideration of Second Reading.
