Title
Town of Devon Capital Cost Share Request (Devon Arena)
Proposed Motion(s)
That Council approve up to $65,502 from Restricted Surplus - Recreation Facilities for the Town of Devon's Capital Cost Share request as presented.
Body
Administration Recommendation(s)
Administration supports the recommendation as proposed as they are necessary upgrades to maintain current facility demands.
Purpose
As part of its recreation cost share agreement with the Town of Devon, Council may, at its discretion, provide funding support for capital repairs and upgrades at the Devon Arena.
Summary
Due to some organizational changes at the Town of Devon, requests for some eligible capital cost share items at the Devon Arena were not submitted over the past two years. After discussion with Parkland Administration, they were directed to submit a formal request for consideration. In 2013, the Town of Devon replaced one of their two compressors as well as the ice resurfacer and in 2014, the second compressor was replaced. All three of these items were replaced as they had reached the end of their lifecycle. In 2015, they anticipate resealing the ice pad floor as a preventative measure to ensure its longevity.
Due to the current cost share agreement expiring at the end of 2014, the compressors and ice resurfacer replacements would be cost shared based on the current agreement (42.57% of the total cost) while the 2015 upgrades would be factored based on the new agreement (35.13%). The costs are broken out below:
2013 Upgrades:
Compressor #1 Replacement $19,043
Ice Resurfacer $102,510
2014 Upgrades:
Compressor #2 Replacement $22,000
Subtotal: $143,553
County Share (42.57%): $61,111
2015 Upgrades:
Floor resealed $12,500
Subtotal: $12,500
County Share: (35.13%): $4,391
Total County Share: $65,502
The Town of Devon will be required to submit final accounting of the actual costs upon completion, which will then determine the final amount Parkland County will contribute. ...
