Administration Recommendation
That Bylaw 2026-07 be scheduled for third reading on April 14, 2026 if Council passes any complex amending motions at second reading. This will allow for the amendments to be applied to the bylaw and present a final version of the bylaw to Council for third reading.
Purpose
To present Bylaw 2026-07 - Meeting Procedures Bylaw to Council for second and third reading.
Summary
On February 17, 2026 the Draft Meeting Procedures Bylaw 2026-07 was introduced to Council for initial review and discussion. Council provided feedback focused on four key areas:
- Clarity
- Consistency
- Agenda Management
- Legislative Compliance
Administration reviewed all comments and concerns raised by Council. A comprehensive review of the draft bylaw was completed and revisions were made to address the identified issues and strengthen the bylaw overall.
The revised version of Bylaw 2026-07 was presented to Council on March 10, 2026. Council amended Section 25 and proceeded with first reading of the bylaw, as amended.
Administration has applied the amendment to the bylaw and the updated version of Bylaw 2026-07 is presented to Council today for second and third reading.
Options for Second and Third Reading
1. Give second and third reading on March 24, 2026
- without any amending motions
2. Give second reading and move amending motions
- then direct Administration to bring the revised bylaw back on April 14, 2026 for third reading
3. Give second reading and move amending motions
- then proceed directly with third reading on March 24, 2026
