Proposed Motion(s)

1. That the following Council Human Resources policies be rescinded:

a.                     HR 003  Conflict of Interest

b.                     HR 008  Employee Complement, Recruitment, and Selection

c.                     HR 009  Recruitment Guidelines

d.                     HR 014  Employee Leaves of Absence

e.                     HR-016  Disability Management

f.                     HR 022  Discipline, Suspension and Dismissal of Staff

g.                     HR-024  Succession Planning

h.                     HR 026  Job Sharing

Administration Recommendation(s)

Administration supports the recommendation.

 

Purpose

To rescind the identified Council Human Resources policies to allow them to be reclassified and approved as administrative directives.

 

Summary

Human Resources has reviewed a number of personnel policies to ensure they are appropriate and up-to-date.  Administrative Directives have been developed to replace the policies to be rescinded.  As the current policies are Council policies, Council approval is required to rescind them.

 

The policies attached have been deemed operational because they pertain to the management of staff which is the responsibility of the Chief Administrative Officer. 

 

Council considered and tabled the rescinding of these policies on December 16, 2014, March 3 and December 1, 2015, and January 12, 2016.  Council authorized the conversion of these policies to administrative directives when the Policy Development Policy C-AD01 was approved on February 9, 2016.

Policy Development Policy C-AD01 anticipates the ongoing review, updating, and development of corporate policies.
