Purpose

To update and inform Council of the Tomahawk lagoon project.

 

Summary

The Tomahawk Lagoon Project was initiated as the lagoon was initially constructed in 1966 and is showing signs of aging. The concept design investigated two scenarios; maintain or expand the existing lagoon.

 

The project looked at three main factors: Lagoon capacity, treatment quality and physical condition of the lagoon. 

 

                     Lagoon Capacity - the existing one-cell lagoon has sufficient capacity for approximately 15 years. The lagoon operates under Alberta Environment Approval # 1230-01-011 that allows two discharges a year. 

                     Treatment Quality - when comparing Tomahawk Lagoon effluent data to National Standards treated effluent quality from 2011-2019 show levels are generally within the expectations of a bi-annual discharge.

                     Physical Condition -the lagoon is 56 years old and is 43% full of sludge. Geotechnical tests confirmed the lagoon’s clay liner and side slopes need to be reconstructed.

 

The engineering consultant's recommendation is the most cost-effective solution is to rehabilitate the lagoon.
