Purpose
To approve a new policy to reflect the current standards and best practices for municipal compensation.

Summary
Human Resources has reviewed personnel policies to ensure they are appropriate and up-to-date. In an effort to review and develop a new compensation policy RSH Group Inc. was retained to review the existing policies and provide guidance on the development of a new policy on compensation. The result of this coordinated effort is Compensation Policy C-HR04. The new policy establishes Parkland County's commitment to compensating employees fairly and equitably in relation to each other and to the Public Sector market place in which the County competes to attract and retain staff, offering compensation that recognizes the County's responsibility as a public sector employer and is consistent with the County's ability to pay.

Compensation Administrative Procedure C-HR04-P1, Position Classification Administrative Procedure C-HR04-P2 and Employee Performance Planning and Appraisal Process Administrative Directive A-HR20 are provided for Council's information as requested at the March 8, 2016 Council Meeting.

Salary Administration Policy HR 004, Non-Union Market Salary & Non-Market Position Evaluation HR 005, Position Reclassification Policy HR 006 and Employee Performance Planning and Appraisal Process Policy HR 020 are no longer required and need to be rescinded by Council.
