Purpose
To address private street lighting concerns raised by the residents of Birch Tree Estates.
 
 Summary
Birch Tree Estates is a small subdivision located in the southeast portion of Parkland County. The subdivision consists of 12 separate properties; one of which is a Parkland County Municipal Reserve. Currently, 10 parcels are fully developed residential lots.
 
FortisAlberta installed seven (7) 100HPS yard lights on power poles along the subdivision street approximately 30 years ago. The cost for these yard lights were, and have always been paid by the residents within the subdivision.
 
Recently, several residents from Birch Tree Estates expressed concerns on the distribution of the street lighting costs as a result of one resident refusing to contribute. As a result, the concern was brought forward to Parkland County Council after which a Councillor Action Request Form was forwarded to the Engineering Services Department for their review and response. Detailed information regarding this item can be found on that form. Please refer to the attached Councillor Action Request Form dated February 11, 2013.
On July 2, 2013, a motion was presented to the Governance and Priority Committee to collect the necessary funds under bylaw then forward these funds to the Birch Street Community Association. As this motion was carried, this Request for Decision is now before Council for 1st, 2nd and 3rd reading.
