Purpose
This additional funding will support awarding the project to AECOM Canada Ltd. so the assessment can be completed for the entire hamlet in 2013.
Summary
In 2000, when the Village of Entwistle dissolved and became a hamlet under the jurisdiction of Parkland County, the department of Municipal Affairs provided Parkland County with a copy of their Entwistle Dissolution Study (October 2000, Associated Engineering). This dissolution study's main purpose was to provide Municipal Affairs with an in-depth infrastructure review of Entwistle's water, sewer, road and overland drainage systems. The study provided condition assessments, expected service life, suggested upgrades, estimated replacement costs, estimated replacement schedules as well as system deficiencies for the noted infrastructure. Parkland County has since completed some of the upgrades and suggested replacements following the dissolution study.
Council recognised that in order to assist with future capital planning for the water and sewer systems another review was needed; $150,000 then approved under the 2013 budget. This review should recognise the upgrades that were conducted since 2000 and highlight the condition of the overall existing infrastructure enabling Administration in proposing a rehabilitation plan. This plan will focus on maintaining, rehabilitating or upgrading the existing aging infrastructure, with focus on providing an assessment on the water supply system, treatment and distribution system, as well as examine the sewer collection, transmission and treatment system.
