Capital Funding Request - Fire Water Tanker Replacement Fire District 1

Proposed Motion
That Council approve $250,000 in additional funding from the Lifecycle Restricted Surplus Account for the replacement of a fire water tanker truck.

Body
Administration Recommendation
Administration supports the proposed motion.

Purpose
Upon Council's approval, Fire Services will proceed with the replacement of an aging fire tanker truck to maintain minimal operational capacity.

Summary
Fire Services requires additional capital lifecycle funding to replace a fire water tanker truck, placed in service is 2004 and is at the end of its serviceable condition. The current capital lifecycle replacement allocation of $833,900 is insufficient to procure a replacement apparatus at current market rates of $1,082,716, resulting in a funding shortfall of $250,000.
This shortfall is attributed to unprecedented increases in apparatus replacement costs due to current economic factors. The tanker is a critical apparatus for fire suppression operations in rural areas where there are no fire hydrants. This apparatus serves as part of the insurance rating under the Superior Tanker Shuttle Accreditation for water delivery in areas without municipal fire hydrants. This rating provides a discounted insurance cost to residential and commercial insurance in areas that fire services can maintain water supplies for fire fighting utilizing a water tankers.
