Administration Recommendation
Administration supports Bylaw 2024-17 amending Wastewater Bylaw 2020-08.
Purpose
Amending Bylaw 2024-17 is a bylaw to require that all county approved wastewater haulers have GPS installed in their vehicles if they wish to dispose of wastewater at County facilities. The GPS system will replace the requirement for paper manifests from haulers. Administration expects that with GPS installed, current wastewater overstrength charges from ARROW Utilities can be reduced and the fees charged to residential users can, in turn, be reduced.
Summary
Bylaw 2020-08 (Wastewater Bylaw) is amended to allow the County to install GPS units on all wastewater haulers which will create electronic manifests to better manage the disposed wastewater at all wastewater transfer stations. Presentations to Council at the May 28 and June 25, 2024 Council meetings prior to this Bylaw amendment, outlines the history and rationale for requesting these changes.
