Recommendation
That the Governance & Priorities Committee accept the Manufactured Homes Taxation report as information.

Body
Purpose
To provide information to the Committee regarding progress on the Manufactured Homes Taxation issue.

Summary
This report is intended to provide an update to GPC concerning the status of the Manufactured Homes bylaw No. 32-2011 The Assessed Person of Designated Manufactured Homes. In early January Administration and Councillor Allen met with representatives of the Parkbridge Estates who are the owners of the Parkland Village Manufactured Homes community. This was a very productive meeting with a good exchange of views and information that will assist Parkland County and Parkland Village management in moving forward and improving the overall tax arrears collections. It is not suprising that Parkbridge Estates is very concerned about the potential of this bylaw proceeding, they are very concerned about the liability that may be assigned to them as a result of collecting the taxes along with the lot rental, so they have agreed to assist us in any way possible to avoid this bylaw proceeding.

As a result of this meeting administration has committed to an in depth review of our billing and collection practices as it relates to manufactured homes. This review is under way and should be completed shorlty. Once the review is completed and a new process put in place it will be monitored to determine how successful the changes have been.

At this point we are putting further action on bylaw No. 32-2011 on hold. if we do end up proceeding with a new bylaw then we must complete the process of advertising and 2'nd and 3'rd reading before the end of 2012. We will keep Council informed of our progress.


Administrative Position
In summary, Bylaw No.32-2011 is to be put on hold until further notice. Administration is revamping its collection processes and looking at other options.
