Proposed Motions

1. That Bylaw 2024-24 receive second reading.

2. That Bylaw 2024-24 receive third reading.

Body

Administration Recommendation

Administration supports the proposed motions.

Purpose

The Land Use Bylaw amendment has been drafted to provide additional flexibility and subdivision opportunities for the two parcels of land located within the Osprey Bay Direct Control District.

Summary

The amendments proposed under Bylaw 2024-24 include removing regulations regarding subdivision ownership type to allow landowners to pursue the ownership type of their choice rather than being restricted to Bareland Condominium subdivision. The amendments also propose to redistrict the vacant lands within the DC area to the PC-Conservation District due to the environmental sensitivity of the area, and to provide additional transparency regarding the limited development opportunities for the lands.

Historical Information:

Bylaw 2024-24 received first reading on December 10, 2024.

Strategic Plan/Policy/Legal/Staff Implications:

Proposed Bylaw 2024-24 is consistent with the goals of the Municipal Development Plan No. 2017-14 and the Parkland County Strategic Plan 2022-2025, and is in alignment with the Edmonton Metropolitan Region Growth Plan.
