Purpose
Parkland County will need to sign a new Collective Agreement with the International Union of Operating Engineers Local 955 for the period: January 1, 2016 to December 31, 2019.
Summary
Parkland County and the International Union of Operating Engineers Local 955 agreed to open negotiations on a new collective bargaining agreement earlier than the dates stated in the current agreement. This was done under legislation that allows both parties to agree to enter into negotiations earlier upon mutual agreement. The reason for bargaining earlier than normal was to have an agreement in place prior to the Parkland County budget being passed for 2016.
The negotiating team met on six (6) occasions over a ten (10) week period and reached a tentative agreement on June 23, 2012. The union membership have ratified the agreement at a meeting held July 9, 2016 with 100% of the members voting in favour. The negotiating team of Tracy Kibblewhite, David Cross and Ken Van Buul are pleased to present this agreement to Council for ratification.
The major changes in the agreement are as follows:
1) The new Agreement is 4 years in length beginning January 1, 2016 and ending December 31, 2019
2) Cost Of Living Adjustment (COLA) for the Agreement are 1.5% in 2016, 2.0% in 2017, 2.25% in 2018 and 3% in 2019.
3) Salary increase to reflect the average salary for Peace officers within the Parkland County market segment (as per policy HR-04). This increase has been phased in over the first three (3) years of the contract
