1.  That Council approve revisions to Council Compensation Policy C-AD22 (previously named Council Remuneration Policy C-AD22), as presented.

2.  That Council rescind Council Benefits Policy HR-027.

Administration supports both recommendations.

Purpose

A few minor revisions are proposed to Council Remuneration Policy C-AD22, primarily to include provisions for benefits and to update the provision for a personal communication device.  By adding the provisions for benefits to Policy C-AD22, Council Benefits Policy HR-027 may be rescinded.

Summary

Proposed changes to Council Remuneration Policy C-AD22 are as follows:

1.  Include provisions for Benefits that are currently provided in Council Benefits Policy HR-027, and rename the revised policy to Council Compensation Policy C-AD22.  Human Resources has advised that it is quite common to have an overall "Compensation" policy that includes everything that is provided for services rendered, including Benefits.  By making this policy all-inclusive, it makes for easier reference.

2.  "Alberta Health Care" was removed from list of Benefits in 3.b because Alberta Health Care is not provided, or paid for, by the County--it is provided by the Province of Alberta.  It is not a benefit provided by Parkland County.

3.  The provision for a personal communication device allowance is revised to make it current, which allows each Council member to receive a County-issued tablet (i.e., iPad or comparable), and either a County-issued communication device (i.e., Blackberry or comprable) or a monthly allowance for the use of a personal communication device (at a rate of $85/month).
