Proposed Motion

That Council approve the Public Engagement Plan regarding a potential amendment to the Animal Control Bylaw 2015-09 allowing chickens on parcels of land less than two acres in size.

Administration supports the proposed motion.

 

Purpose

This Public Engagement Plan has been developed to gather information and feedback from residents to assist Parkland County in determining if an amendment to Bylaw 2015-09 Animal Control is required to allow chickens on parcels of land less than two acres.

 

Summary

Parkland County Animal Control Bylaw 2015-09 does not currently allow chickens on parcels of land less than two acres in size. Council has been approached by residents, most recently in June of this year, seeking consideration for amending the current Bylaw to allow it. Administration carried out an initial review and presented findings (RFD 20-199) at the October 20, 2020 Committee of the Whole meeting where the Committee directed Administration to present a Public Engagement Plan regarding a potential amendment to Bylaw 2015-09 Animal Control allowing Chickens on parcels of land less than two acres in size.

 

A Public Engagement Plan has been developed which will first focus on educating residents about the potential amendment and secondly seek feedback on it. Information gathered will be utilized by Administration and Council to determine if an amendment is required. The Plan is attached for Council's review and decision.
