Administration Recommendation
Administration supports the proposed Policy C-PD05.
Purpose
To provide a mechanism for the assessment of off-site levies payable in respect to Net Developable Area of Subject Lands as defined in Proposed Bylaw No. 2013-03.
Summary
On March 26, 2013, Council gave first reading to Bylaw No 2013-03 to provide a mechanism for Parkland County and the developers to manage the costs of constructing or upgrading off-site infrastructure that is directly related to the support and sustainability of new developments by:
- Allowing the Developers to share the costs of constructing off-site infrastructure within the benefitting area;
- Ensuring that the funds collected will reimburse the developers that front end the costs of constructing off-site infrastructure for that benefitting area; and
- Ensuring that all off-site infrastructure within the benefitting area are constructed prior to the benefitting area being fully developed.
The administration of Bylaw No. 2013-03 shall be guided by Procedures PD05-P1.

Financial Impact:
Parkland County administration will collect the funds from the developers at the time of subdivision or development and, will administer the off-site levy funds as authorized under Bylaw 2013-03 and the Municipal Government Act. Parkland County will also ensure that these funds are transferred to the front end contributors that have constructed off-site infrastructure.
