Purpose
To provide Council with the 2025 Off-Site Levies Annual Report.
Summary
The 2025 Annual Report reflects the County's annual update to the off-site levy model using information updated to December 31, 2025. This report reflects the most current information available for infrastructure project scopes, cost estimates, actual expenditures, benefiting allocations and remaining development land. This information ensures the off-site levy model applies methodology that allocates costs to developers in a fair and equitable manner.

The Off-Site Levy Program aligns with the Parkland County Strategic Plan 2022-2025 and supports the pillars of Complete Communities, Strategic Economic Diversification and Responsible Leadership.
