That revised Policy EN-10 Property Access Approaches be received for information, as presented.

Administration supports the proposed motion, as presented.

Purpose
To present to Governance and Priorities Committee revised Policy EN-10 to align with current practices and ensure consistency within the organization.

Summary
This update is to ensure the policy is current and structured like other newly updated policies within the County. Administration added a few definitions to provide clarity, adjusted position titles to match organizational structures and completed minor amendments to scope and applicable areas to ease confusion with Administration and rate payers.

Brief outline of the amendments is as follows:

· Definitions 1 through 7 - intended to provide clarity
· Scope. Clarified that this policy does not apply to Provincial roadways
· 3.b. Confirms that Commercial, Industrial, Oil & Gas or other non-agricultural based activities shall pay for their approaches. Conditions for residential and agricultural lands are well covered in sections 1. and 2.
· 3.c. Confirms that all approaches being constructed require an approach application permit. This is necessary to ensure there is a security deposit, that design is approved, that an inspection occurs, that there is warranty and final acceptance of the constructed approach to County standards.
· 4. Supplemental Standards - allows for other geometric standards to be accepted at the discretion of the Director of Engineering.
· 4d. Allows for a second access point to a single property for corner lots. Previously, there was a firm position regarding one lot - one access, subject to special considerations as outlined in 4c.
· 4f. Further clarifies that removal and restoration are the property owner’s responsibility
