Purpose
The revision to Public Committee Members Policy C-AD26 is to allow Subdivision and Development Appeal Board (SDAB) members additional compensation for the extra time required for them to review exceptionally lengthy agenda packages for SDAB meetings.
Summary
Occasionally, the Subdivision and Development Appeal Board is required to hear appeals that result in a large number of submissions, some of them quite detailed or technical in content. Agenda packages for appeals may be very time consuming to review, significantly increasing the preparation time required for SDAB members. To compensate SDAB members for the time required to review exceptionally large agenda packages (i.e., over 500 pages in length), administration is recommending that they receive a half day per diem (currently $128) in these circumstances. Alternatively, a flat "agenda review rate" of $100 could be considered, rather than a half per diem.
The additional compensation is intended to be paid per agenda package (i.e., per meeting), which may include more than one appeal. It is estimated that there may be three (3) such meetings per year, based on the SDAB agenda packages that were distributed over the past year.

Public Committee Members Policy C-AD26 Section 5(a) currently allows extra compensation to members of quasi-judicial boards (such as SDAB) to be paid full per diems if their meeting and travel time exceeds four (4) hours.
