Proposed Motion

That Council approve up to $100,000 from the County Facilities Restricted Surplus to fund the replacement of the Kapasiwin Solid Waste Site Trailer, as presented.

Administration Recommendation

Administration supports the proposed motion.

 

Purpose

To provide Council with additional information and options to address the Kapasiwin site trailer and to obtain a decision on the preferred course of action.

 

Summary

The site trailer at the Kapasiwin Transfer Station has reached the end of its service life. A replacement is required to ensure a safe and functional workspace.

The Seba Beach Transfer Station site trailer was replaced in 2025.

This initiative aligns with the County’s commitment to sustainability through the responsible renewal of aging infrastructure.

To provide Council with alternative considerations, Administration reviewed the following options:

Option 1 - Purchase new trailer: $98,620.00

Option 2 - Rehabilitation of existing trailer: $74,000.00 - $99,000.00

Option 3 - Purchase used trailer and complete modifications: $40,000.00 - $70,000.00

 

Options 2 and 3 are not recommended for the following reasons:

a.                     No warranty coverage

b.                     Inventory availability and suitability of used trailers

c.                     Shorter useful lifespan

d.                     Continued issues or unforeseen repair costs that are not evident at the time of rehabilitation or purchase

e.   Increased maintenance and total lifecycle cost
