Administration supports the proposed motion, as presented.

 

Purpose

At the May 11, 2021, Council meeting, Administration was directed to prepare a report outlining information and potential policy development regarding Contaminated Soils for review at the February 1, 2022, Committee of the Whole meeting.

 

Summary

Council expressed concerns regarding developers, contractors or residents importing soils into the County that are potentially contaminated with such items as noxious weeds and clubroot. The intent of a policy would be to establish a plan of action regarding imported soils to minimize contamination risks to existing properties within the County. Current provincial legislation (Agricultural Pests Act), County Policy C-ES07 Contaminated Sites and the County's Land Use Bylaw, provide a variety of regulations that support the County in managing potential contamination, including enforcement options.

 

Given the existing regulations, Administration recommends first taking an educational approach to spread awareness to property owners within the County to help minimize contamination risks.

The recommendation is consistent with Council's Long Term Strategic Plan, including the Respected Environment and Responsible Leadership pillars.
