Administration Recommendation
Administration recommends that Council close the Public Hearing and give Bylaw 2025-16 first, second, and third reading as it is in alignment with Parkland County's Strategic Plan 2022-2025 Pillars B and D.

Purpose
Administration is presenting Bylaw 2025-16 to amend two (2) glossary terms in the Municipal Development Plan (2024-22) to better align these terms with the intent of the Municipal Development Plan's policy and to align with the definitions in the proposed Land Use Bylaw (2025-12). A Public Hearing has been scheduled to provide the public an opportunity to comment on proposed Bylaw 2025-16, followed by first, second, and third Reading.

Summary
The Municipal Development Plan (MDP) establishes a vision for the County's long term growth. The MDP identifies where future residential, employment, recreation, and community services growth will occur. The MDP also has policies to guide infrastructure, transportation, and environmental protection. An MDP is required by the Municipal Government Act (MGA) for all municipalities in Alberta. The MDP is a statutory plan that must align with provincial and regional requirements.

Bylaw 2025-16 is being brought forward to rectify two (2) glossary terms in the MDP which require updating to better align the terms with MDP policy and to align with the definitions in the proposed Land Use Bylaw (2025-12). This amendment will streamline services by reducing red tape and by strengthening the connections between the MDP and the proposed Land Use Bylaw.
