Administration Recommendation
Administration is confident that the Animal Control Bylaw No. 2015-09 will meet the needs of Parkland County residents. The Animal Control Bylaw has been under review for three years. During the fall of 2013 there was significant public engagement. Administration considered public input in the development of the Animal Control Bylaw. Administration supports Animal Control Bylaw No. 2015-09, as presented.
Purpose
Animal Control Bylaw 2015-09 is being presented to Council for second and third reading.
Summary
The Animal Control Bylaw has been under review since the latter part of 2011. A draft was first presented to GPC on March 3, 2012. In the fall of 2013 the public was engaged via three public information nights held at; Fallis Community Centre, County Centre and the Graminia Community Centre. Information from the public was used to develop a survey, where even more public input was obtained. The main issues heard from the public were: Excessive Barking, Dog at Large, Responsible Pet Ownership, Cat licensing & Small Acreage Food Source Farming. In May 2014 at a Council Workshop, Administration provided the information from the public and Administration's recommendations and suggestions. Input was also sought from the legal firm of Reynolds Mirth Richards & Farmer, who prosecute Parkland County bylaw tickets. Their recommendations have been incorporated as well. Animal Control Bylaw No 2015-09 received first reading by Council on March 24th 2015.
