Proposed Motion(s)

1)       That Council approve the awarding of the tender for the Acheson Fire Station to Delnor Construction.

2)      That council approve additional funding for the construction of the Acheson Fire Station  in the amount of $440,000 from the Fire Facilities Restricted Surplus

3)      That Council approve additional funding for the construction of the Acheson Fire Station in the amount of $2,917,776 from MSI Capital

Administration Recommendation(s)

That Council approve the tender award to Delnor construction; and that additional funding be provided for the completion of the project from Fire facilities restricted surplus as well as MSI capital.

Purpose

As outlined in the administrative report the project costs for the Acheson fire Station have come in substantially over budget.  During the course of designing the Acheson Fire Station a number of assumptions which were made for the purposes of project estimations were found to be erroneous.

Summary

In summary there are 4 substantial factors which have contributed to the final costs of the Acheson fire station as follows;

The increase in costs for the project have been analyzed and broken down into the following 4 major components:

1.      Site size / Storm water management

Because of the location of the site it was determined that having 2 access points for the building was required.  The emergency access on to 532 A was designed as an emergency access only while volunteer , public and non emergency access was designed off of  RR 264A. With the required setbacks for the access points, this meant a larger site development area.  (Note Set backs were relaxed as much as possible without compromising intersection safety).  This normally would not be an issue however the requirements for managing water leaving the property have meant that a more significant storm water management plan was required than originally thou...
