Recommendation
That Council approve a time extension to Development Permit 09-D-370B for a period of six (6) months, so that wood recycling may continue during the time a new application is processed and brought forward to Council for a decision at a future date.

Purpose
The current development permit for wood recycling expires on December 31, 2012. Bio Fuels Inc. has submitted a new development permit application for consideration. A time extension is necessary to allow business activity to continue (beyond December 31, 2012) until the new application can be brought forward to Council for consideration during the first quarter of 2013

Summary
Northland Recycling Inc. has had a development permit for wood recycling since 2007. Bio Fuels Inc. is a lessee on the lands and has been the operator of the wood recycling use since 2007. The current development permit will expire on December 31, 2012. Bio Fuels has submitted a new development permit application for processing. This application has been referred to affected agencies and departments. Administration advised Bio Fuels that it is unlikely that this application can be brought to Council for a decision prior to the current permit expiry on December 31, 2012. As Bio Fuels is seeking certainty on their business operations past December 31, 2012, Northland Recycling Inc. has submitted a letter requesting a time extension on the current development permit approval. Administration considers it very important that Council recognize that this extension request is related solely to the continued operation of the wood recycling use. This letter, and the extension request, are unrelated to the separate development permit approval governing Northland Recycling Inc. (which remains set to terminate on December 31, 2012).
