Title
Specialized Transportation Grants for Seniors and Disabled Persons
Proposed Motion
That the 2014 Specialized Transportation Grant allocations be approved as presented.
Body
Administration Recommendation
Administration supports the allocation of grant funding as presented.
Purpose
As per Policy C-RP21, Parkland County provides funding to assist non-profit groups who provide transportation services for Parkland County seniors and disabled persons.
Summary
The submitted applications include an overview of the number of people that the organization services, particularly County seniors and disabled residents, and a financial statement and/or budget that indicates revenues and expenditures.  All groups depend on various sources of revenue such as grants, fundraising, donations, and membership and user fees, to help support their programs.
Applicants also vary greatly in size, diversity, budget, and sources of income, making it difficult to establish a formula to calculate equitable amounts to be given.  Considering the many variables involved in these applications, administration makes its recommendations based on an overview, with special attention given to the number of County residents served, and other sources of revenue.

The 2014 approved budget saw an increase in the total funding available from $27,500 to $28,500 in anticipation of requests from the applicants for additional funding.  Upon reviewing the applications, Administration is recommending an increase to the Spruce Grove Specialized Transportation Service in the amount of $1,000.  Further, Administration is recommending the remaining applicants receive the same amount of funding as in previous years.
