Purpose
The current cost share agreement is set to expire at the end of 2014 and as such the proposed agreement is being presented to Council for their consideration.

Summary
Parkland County has a long history of recreation cost share agreements with its neighboring municipalities which ensures residents have the ability to access recreation facilities. Funding is provided based on percentage of facility users who are from Parkland County multiplied by the facility operational deficit, to a predetermined maximum amount. If the agreement is for one year, then the past years information is utilized in the calculation, if the agreement is for three years then the past three years information is utilized and so on. This funding formula has been utilized for the past three funding agreements with our partners. Based on this formula, the maximum amount that could be accessed annually would be $25,356 which is an increase of $6,000 per year. While the average usage rate has declined slightly over the past three years, the increased operational costs of running recreation facilities has led to this increased annual cost share contribution by Parkland County.

As part of the proposed review of the Recreation, Parks and Open Spaces Master Plan in 2015, the recreation cost share agreements will be reviewed to determine if the current funding formula is the most effective for all parties, or whether or not a different formula or funding model would be more appropriate.
