Administration Recommendation
Administration supports the motions as presented. After first reading, a public hearing will be held to hear public comment. Upon closing of the public hearing, Council may consider Bylaw 2019-09 to receive second and third reading at this meeting.
Purpose
That the opportunity for public comment on Bylaw 2019-09 is given and public comments inform Council's final approval of Bylaw 2019-09.
Summary
In accordance with Municipal Government Act (MGA) Section 692, Council must hold a public hearing for the Parkland County and Summer Village of Seba Beach Intermunicipal Development Plan (IDP) Bylaw 2019-09. Administration is requesting that the public hearing be held on the same date as all bylaw readings.
Administration last presented the draft IDP to Council at the August 20, 2019 Committee of the Whole meeting. Since that time, minor text and map revisions have been made to the draft IDP. A summary of all public open house findings is included in Attachment 8 - What We Heard Report.
On September 10, 2019, Council approved amendments to the draft Parkland County and Seba Beach Intermunicipal Collaboration Framework (Bylaw 2019-10). Administration will be asking for Third and Final reading of Bylaw 2019-10 at the September 24, 2019 Council meeting.
