Administration supports the motions as presented.

Purpose
To adopt a new Municipal Development Plan for Parkland County.

Summary
Bylaw 2017-14 Municipal Development Plan (MDP) was forwarded to the Capital Region Board (CRB) for approval on July 14, 2017. Since that time, CRB Administration requested clarification on specific parts of the draft Plan. In particular, greater clarification was requested on policies in MDP Section 6.0 - Hamlets, MDP Section 7.0 - Rural Communities and Housing, MDP Section 8.0 - Recreation and Tourism Development, and the plan definitions in MDP Section 14.0 - Glossary. Anticipating a CRB rejection of Bylaw 2017-14, Parkland County withdrew Bylaw 2017-14 from the CRB referral process on August 17, 2017.

Administration has undertaken a number of amendments to Bylaw 2017-14 to provide better clarity in the draft plan. Amendments to Bylaw 2017-14 are found in Attachment 2 "red line version" . The final amended version of Bylaw 2017-14 is included in Attachment 1.

Administration is seeking Council approval of Municipal Development Plan Bylaw 2017-14 as amended. If Council approves Municipal Development Plan Bylaw 2017-14 as amended, Administration further asks that Council direct Administration to resubmit the amended Municipal Development Plan Bylaw 2017-14 to the Capital Region Board for review and approval.
