Proposed Motion(s)
1. That Parkland County participate and submit an Alberta Community Partnership (Intermunicipal Collaboration) Grant to establish a Municipal Alternative Land Use Services (ALUS) Delivery Model and Network.
2. That Parkland County partner with Red Deer County and Vermilion River County to establish a Municipal ALUS Delivery Model and Network.
3. That Parkland County be the designated Project Lead and Sponsor for the Alberta Community Partnership Grant Application.

Body

Purpose
The Counties of Parkland, Red Deer, and Vermilion River would like to submit an Alberta Community Partnership Grant application to further the existing ALUS partnership, and to establish a model and network that can be used by Alberta municipalities in the delivery of the ALUS Program.

Summary
In 2012, the Counties of Parkland, Red Deer, and Vermilion River applied and received $250,000 from an Alberta Community Partnership Grant. The Project Lead and Sponsor for the application was the County of Vermilion River. The municipalities together allocated $102,000 over two years with in-kind dollars towards the partnership. The purpose of the initial partnership was to:
1. Research long-term funding sources to operate the program in each municipality;
2. Identify and coordinate opportunities to work together and share information and evaluate each municipality's approach to operating the ALUS program; and
3. Develop a business plan for the long-term sustainability of the program with identified regional outcomes and measurable.

The regional partnership to date has reviewed and documented all existing operations and processes of each ALUS program. The Counties have also reviewed opportunities to improve the ALUS program, and have established consistent GIS mapping and database management systems. The region...
