Purpose
To seek Council support for the removal of parking fees Wabamun Waterfront Park, Jackfish Boat Launch, and Sundance Boat Launch.
Summary
Parking fees are currently collected at Sundance, Jackfish, and Wabamun lake access sites to help support operations; however, annual revenue is relatively modest at approximately $95,000 and requires significant staffing, administration, and oversight. Administration has identified that current revenues do not fully cover staffing and administrative costs, with additional expenses associated with enforcement activities, ticket processing, and legal matters. Eliminating parking fees would remove the need for seasonal gatehouse attendants and create opportunities for operational savings.
The removal of parking fees may also provide broader community and economic benefits. Increased access to outdoor recreation can support physical and mental well-being while encouraging greater use of County amenities. A no-fee model would improve regional competitiveness relative to other free-access destinations and may increase visitation, generating additional economic activity for local businesses and tourism operators.
The proposed model would allow Administration to shift resources away from fee collection and toward higher-value activities such as safety, maintenance, and environmental stewardship. Mobile enforcement and patrols could be utilized to monitor parking compliance and site conditions, while reducing the administrative burden associated with fee collection, disputes, and compliance management. This approach would maintain oversight of the sites while improving operational efficiency and service delivery.
