Proposed Motion
That Council approve an amount of up to $70,000 in 2022 for acquisition of replacement front plow and sander equipment for tandem truck, funded through the Fleet Services Mobile Equipment Lifecycle Plan Restricted Surplus, as presented.

Purpose
To obtain approval to purchase equipment necessary to support Road Maintenance Services operations.

Summary
Parkland County has the opportunity to acquire a tandem truck complete with front plow and sander in 2022. This acquisition is for the scheduled replacement of an existing tandem truck.

Funding for replacement of the existing tandem truck is scheduled for 2022. Funding for replacement of the existing front plow is scheduled for 2023 and funding for replacement of the existing sander is scheduled for 2025.

Approval of funding would allow Fleet Management Services to move forward the necessary funds from the Fleet Restricted Surplus, to acquire the front plow and sander along with the tandem truck unit in 2022. The opportunity to acquire the complete unit in 2022 is due to the manufacturer’s available inventory. Due to supply chain challenges, tandem truck acquisitions without front plow and sander are delayed until 2023. Advancing the acquisition of this equipment will also mitigate potential future supply chain issues as well as provide backup winter maintenance equipment for a period of time.

Parkland County has established lifecycle plans for funding planned vehicle and equipment replacements. This ensures support for the operations to maintain consistent service levels within a stabilized tax funded structure.
