Proposed Motion
That Council ratify the Memorandum of Agreement between Parkland County and the International Union of Operating Engineers Local 955 (Community Peace Officers Unit).

Purpose
Parkland County will need to sign a new Collective Agreement with the International Union of Operating Engineers Local 955 for the period beginning January 1, 2013 .

Summary
Parkland County and the International Union of Operating Engineers Local 955 agreed earlier this year to open negotiations on a new collective bargaining agreement earlier than the dates stated in the current agreement. This was done under legislation that allows both parties to agree to enter into negotiations earlier upon mutual agreement. The reason for bargaining earlier than normal was to have an agreement in place prior to the Parkland County budget being passed for 2013.

The negotiating team met on four (4) occasions over a two (2) month period and reached a tentative agreement on June 18, 2012. The union membership have ratified the contract at a meeting held June 29, 2012 with 100% of the members voting in favour. The negotiating team of Tracy Kibblewhite, David Cross and Ken Van Buul are pleased to present this agreement to Council for ratification.

The major changes in the agreement are as follows:
1) A three year agreement beginning January 1, 2013 and ending December 31, 2015
2) Cost of Living Adjustments (COLA) increase of 2.5% in 2013, 3%in 2014 and 3% in 2015
3) Overtime on named statutory holidays increase from time and a half (1.5X regular salary ) to double time (2X regular salary)
4) Increase shift differential from $.30/hr to $.60/hr
