Purpose
To provide Council with an overview of the commissions and external factors that influence Parkland County's water and wastewater utility rates, supporting an understanding of rate-setting decisions and the long-term sustainability of utility services.
Summary
Parkland County’s water and wastewater services are provided through partnerships with three regional utility commissions: ARROW Utilities, the WILD (West Inter Lake District) Water Commission, and the Capital Region Parkland Water Services Commission. These organizations are responsible for the supply, treatment, transmission, and delivery of water and wastewater services to various areas of the County, and they establish the rates charged to Parkland County for those services. As a result, changes in commission rates, wholesale water and wastewater treatment costs, regulatory requirements, capital infrastructure investments, and operating expenses directly influence the County’s utility costs. These external factors are incorporated into Parkland County’s Utility Rate Model to ensure rates remain sustainable and sufficient to support the ongoing delivery of reliable utility services in Parkland County.
