Proposed Motions
1. That Bylaw 2020-02 be amended, as presented.
2. That Bylaw 2020-02 receive third and final reading.
3. That Council approve authorization of electronic signature for Bylaw 2020-02 in accordance with Section 213 of the Municipal Government Act.

Purpose
To provide Council with the final Parkland County and Summer Village of Seba Beach Intermunicipal Collaboration Framework Bylaw.
Summary
Section 708.28 of the Municipal Government Act requires Parkland County to complete intermunicipal collaboration frameworks (ICF's) with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All ICF's must be completed by April 2020.
On September 24, 2019, Council approved Bylaw 2019-10 Parkland County and Summer Village of Seba Beach ICF. In February 2020, Council requested changes to the ICF which requires the rescinding of the current ICF (Bylaw 2019-10) and replacement with a new ICF (Bylaw 2020-02). Council gave first and second reading to Bylaw 2020-02 on February 11, 2020.
Since then, Administration, in discussions with the Summer Village, has amended provisions in the ICF related to the costs of mediation and arbitration services. Specifically, Section 9 ("Dispute Resolution") was amended so that the costs of mediation and arbitration would be shared proportionately, consistent with with Section 708.41 of the Municipal Government Act.
Proposed amendments to the ICF are highlighted in red text font in Attachment 2. Attachment 3 presents the final ICF, as amended, for approval.
