Purpose
To share the draft amended Parks Bylaw with the Governance and Priorities Committee and provide information on changes within it, as well as Administrations plans for public engagement.
Summary
As per the attached Administrative Report our current Parks Bylaw 44-2002 and Environmental Reserve Bylaw 28-98 are long overdue for review. The revised draft bylaw is necessary for the good of our residents and the protection of our parkland; it will replace both Parks Bylaw 44-2002 and Environmental Reserve Bylaw 28-98. Minor format changes have been made to make the Bylaw easier to follow, as well as several notable changes outlined in the Administrative Report.
Administration intends to roll out the draft Parks Bylaw, along with the Animal Control Bylaw and Community Standards Bylaw which are also up for review to the public. The focus of the public engagement will center on creating awareness amongst the residents about the bylaw and its contents; as well as seeking feedback on a few of the changes being proposed. The Public Engagement Plan is attached and contains further detail on our approach and key messaging.
Administrative Position
Administration is of the opinion that the draft bylaw and identified public engagement approach will provide the necessary information Administration requires to fine tune the draft bylaw to bring back to Council for the formal bylaw approval process in May.
