Recommendation
Administration supports Bylaw 2023-10 as it aligns with the County's higher level statutory plans and recommends that Council approve second reading and direct administration to submit proposed Bylaw 2023-10 to the Edmonton Metropolitan Region Board to be evaluated under the Regional Evaluation Framework.
Purpose
Bylaw 2023-10 is being presented to Council for public hearing and second reading with the intent to receive direction to submit the proposed bylaw to the Edmonton Metropolitan Region Board to be evaluated under the Regional Evaluation Framework. Proposed Bylaw 2023-10 Wabamun Hamlet Area Redevelopment Plan will replace the former Village of Wabamun Municipal Development Plan.
Summary
Proposed Bylaw 2023-10 has been completed by Administration in alignment with the Parkland County Municipal Development Plan. In addition to completing the necessary requirements under Parkland County's Municipal Development Plan, Bylaw 2023-10 was drafted as a next step of planning for the Wabamun area to support the overall vision for the area which is reflected through the recent strategic work completed through the Wabamun Area Vision. The work completed within proposed Bylaw 2023-10 provides future direction for the Hamlet of Wabamun which supports business development, pedestrian focused main streets, new and existing linkages for trails, mixed land use, and activity nodes to foster community gathering. Both internal and external circulations have been completed for the proposed bylaw to allow for comment.
