Body
Administration Recommendation(s)
Administration supports the recommendation Bylaw No. 2015-05 receive third and final reading.

Purpose
The current Community Standards Bylaw No 03-2012  does not address long grass in residential subdivisions.

Summary
Prior to the current Community Standards Bylaw No 03-2012, grass height in residential subdivisions was restricted to a maximum height of 25 cm.  It was determined that the grass height restriction was fueling neighbourly disputes, which resulted in neighbours measuring each others grass in order to involve the County in their dispute.  The reference to grass height was removed in Community Standards Bylaw No 03-2012. Since that time, Officers have been unable to enforce grass height because the amended Bylaw did not clearly identify an offence. Community Standards Bylaw No 2015-05 addresses this issue with the inclusion of a subsection that specifically references uncut grass which is excessive or demonstrates neglect.
